What Does This Do?
If you have an automatic transmission, the torque converter is what connects the engine to the transmission (it's the automatic equivalent of a clutch). A 'stall speed' of 3200 RPM means the converter allows the engine to rev to 3200 RPM before the transmission starts to engage — this lets the engine get into its power band before launching the car. Benefits: dramatically harder launches (the car hits much harder off the line), better throttle response, and the converter is designed to handle the power of a modified engine. Trade-offs: slightly higher RPM at highway cruise (roughly 200-300 RPM higher), which increases fuel consumption and engine noise on the freeway.
